Exactly.  Most like s/he got too many things in the startup folder / running in the background.

I suggest:
1) Format the hard drive
2) Reinstall OS
3) Install only absolutely necessary programs since the machine only has 512MB ram.  Install more RAM might help but if u have a lot of unnecessary programs running, your laptop will still be slow.
