all XP SP2 & SP3, & windows comes with east asian languages(both 2003/2005 n later)
XP packs just need to install the language pack on REG & LANG & enabled,
for windows there is no need to install

r u using Mac?

if u need to update SP3, for xp the asian lang packs can be downloaded
online microsoft

but if it is a new pc..east asian language is already installed
