因為沒有跟中國談之前,中國不准台灣跟其他國家談。(他先允許你跟一些小國如紐西蘭、新加坡談)就是談這個ECFA,也是把最最需要的商品貿易擺在最後,把正面影響最小、可能負面影響最大的服務業貿易擺在前面。他就是看準了你台灣人需要這個商品貿易協議,逼你先接受服務貿易協議。如果這個不是統戰,什麼才是統戰?為什麼我說正面影響最小。因為,服務業貿易其實是一個非常詭異的詞。除了少數可以跨境交易的服務業(像是各種電子商務,電玩,影音等文創產業),大部分的服務業有在地性質。既是為人服務,那你服務別人的人,就得在現場。所謂的服務業貿易,是說台灣人可以去大陸開超商連鎖,可以開醫院,可以賣保險。這些嚴格說來,不叫貿易,其實是投資,是所謂的FDI(國外直接投資,Foreign Direct Investment)。中國的改革開放有一大部分是在開放製造業的FDI。但不是服務業的。現在要開放服務業,從全球跟中國消費者的角度來說,是個好事。然而,從台灣的(自私的)觀點來說,好處很小。因為這樣的「服務業貿易」協定,明顯是造福台商,對那政府最最關心的GDP(Gross Domestic Product)也沒有大幫助,因為當台灣本地服務業往中國擴張,這些賺得的錢,貢獻的是中國的GDP,不是台灣的,所雇用的勞工,也是中國的,不是台灣的。這對台灣停滯了16年的薪資的受薪大眾而言,沒有直接幫助。能夠間接幫助到的,是把台灣一些服務業的管理幹部拉到大陸去,多少有降低台灣勞動供給過剩的壓力。但一來,這些人並不多,二來把能幹的人都拉到外地去,不知道是不是好事。tvb now,tvbnow,bttvb0 a! y.
