lottery games in the usa have two choices for collecting the prize.  either collect a lump sum or annuity for 20 or 25 years depend on the game.
Let's use coming Wednesday's jackpot as an example.  $422M annuity or $291M cash.  The American government will tax the prize but not sure how much being taxed in bb's State.  FYI, a foreigner will get taxed 25%.  I highly recommend bb getting the lump sum prize so he can start investing and I am sure he will have more than $422M in less than 20 or 25 years.
