we call that food safe here!  only one person from the restaurant needs to take the course and get the certificate but that person doesn't need to be the chef.
food can't be stored in room temperature for too long.  food needs to be stored at a specific temperature within a time frame.  hot water is needed to wash the cooking tools and other stuff that i forgotten.
