2008年民建聯新科立會議員陳克勤一句「tswai my breast」相信不少人都記到今時今日。作為「香港第一大黨」，自然不能單讓「特首辦前助理」一人專美：現已貴為「三料議員」行政會議非官守議員李慧琼，日前便趁香港電台第三台星期日晨早播出的節目〈Letter to Hong Kong〉，顯露一下英語修為。

# i6 v2 H5 s$ N( r: Ptvb now,tvbnow,bttvb李慧琼現為行會成員、立法會「超級議員」、區議員，而且又是四大會計師行之一KPMG的總監，如此份量，相信只有前主席兼現任立法會主席曾鈺成，又或者前副主席兼現任商經局局長蘇錦樑才比得上，但兩人都不能公開談政制，要說明為黨申述政制立場，尤其是以英文去說明，捨李慧琼其誰？tvb now,tvbnow,bttvb) d2 T! T V, F$ _1 T4 C; s
" W) F0 O3 Q0 D8 U' m8 ~3 o公仔箱論壇「政制問題」、在此邦九七前一直稱之為「憲制問題」，而在英文之中，則一直稱作「constitutional affairs」。因此之故，政制及內地事務局局長譚志源的英文「梯圖」曰「Secretary for Constitutional and Mainland Affairs」。政改，自然是「constitutional reform」。

「三料琼」卻一劈頭，在〈給香港的信〉的天字第一句說：「The year 2017 is a critical year for constitution reform.」，頓時令彼等忽爾驚覺務必洗耳恭聽，更要響應林鄭司長的政改諮詢呼籲，找來姨媽姑姐、三姑六婆「一齊聽」，聽清聽楚「三料議員」的高見。

細聽之下，彼等茅塞頓開（真係唔聽唔知自己茅塞）。「三料琼」談的是「constitution reform」，卻原來「In protecting “rule of law”, we must adhere to what is constitutionally viable.」談憲制改革，卻原來必須在憲制的圍牆之內。那麼，究竟constitution是改得？還是改不得？! `1 K$ e: Z6 V4 R
% A0 o4 G- B6 C公仔箱論壇「三料琼」還解釋，「And that is precisely why it is crucial for us to move forward on solid legal foundations. Otherwise, it’s putting politics above the law. That would not benefit Hong Kong, and it would be an open door for legal challenges. 」原來，談憲制改革不能改憲法，改憲法就是政治超越法律…… 至於「全港第一大黨」為「constitution reform」做過些什麼，她則為聽衆解釋：「In order to facilitate that search for common ground, DAB beganed with establishing a 17-members special task force to dell with this important issue right after the government launch its consultation.」% X- R% O$ N! w

或者大家還會記得「李三料」接受英文週刊訪問時曾說「Hong Kong will be the first city among China where people can elect their own leaders. China is of course concerned. So it’s important that we reassure China.」這種全台各縣各市都沒有的「普選」，當然必須透過不准改憲法的「constitution reform」去達至。
