Yes, I agree with above floor.
You can only find job when you are living there. They don't do phone interview if you live overseas. Even if you have Australia PR.
Be prepare to be jobless for few months as interview process is slow. Unless your friend already have job offer before move there, maybe internal transfer to Australia.
