This week,Shiu Sin-por, head of the Central Policy Unit, went to a Legislative Council panel to ask for funding to hire a new officer to monitor public opinion. That gave rise to a debate on the role of the CPU, and of the activities of member Sophia Kao, who apparently needs to vet up to 3,000 individuals on advisory committees for the government. Has the CPU changed from a think tank to a propaganda wing?
