You have to add a source first,
there are few sources that you can find installous:
1:cydia.hackulo.us
2:cydia.xsellize.com

After adding either one, click in the sources and find installous.

I suggest you adding the first one because that source included IOS 5.1.1 which can let you transfer app downloaded in installous to itunes :))
