Editorial: Government Must Embrace the Internet

The emergence of social media has revolutionized the way we communicate and disseminate information and altered the way the mass media operates. tvb now,tvbnow,bttvb& c/ {& z4 M6 B! j

The Internet and social media are also affecting the way governments operate and communicate with their citizens. In the past, political leaders sought to control news and information to prevent social tension and also to hide mistakes and misbehavior. Those days are now gone.

As the Arab spring has proved, the Internet is a powerful tool for spreading messages of social discontent. Through Facebook, Arab youth in a number of countries found ways to communicate with each other and voice their feelings, while in the process rendering the state apparatus helpless in preventing the fall of entrenched leaders.

Other countries, China in particular, have tried to control the Internet with little success. It is thus reassuring to hear Communications Minister Tifatul Sembiring clarify that he has no intention to block Web sites or act as a gate keeper for deciding what Indonesians should read and watch on the Internet. Blocking the Internet would be a fruitless action and would only drive dissent underground before it finally erupts. 公仔箱論壇: @5 }, h# o$ _

The truth is both governments and societies must learn to harness the power of the Internet for productive and constructive purposes. Instead of fighting the growth of the Internet, we should be looking to use it for our benefit. We should introduce it in schools so young children can learn how to navigate the Internet.

As Facebook founder Mark Zuckerberg ponders a strategy for China, the conditions imposed in the world's largest Internet market were highlighted recently when executives of the country's top Web companies gathered to sing revolutionary songs and wave red flags to commemorate the recent 90th anniversary of the founding of the Chinese Communist Party.tvb now,tvbnow,bttvb0 B0 f( p$ u3 B3 f! Former Silicon Valley technologist Robin Li, co-founder of Baidu, China's most popular search engine, reportedly proclaimed, "Socialism with Chinese characteristics drives the development of the Chinese Internet." Some of the attendees at the Shanghai event, which featured a lecture on the party's history and was sponsored by the government agency that regulates online content, posed uncomfortably before cameras, according to news reports.
The June 8 gathering underscores why "foreign companies are disadvantaged in China," said Bill Bishop, a Beijing-based independent analyst who follows China's Internet market. "It was a picture-tells-a-thousand-words moment."
Facebook, which aims to "connect the world," says it can't ignore China.
"How can you connect the whole world if you leave out a billion people?" Zuckerberg told a Stanford University audience in October. But to operate in China, Facebook would have to rewrite its philosophy of openness and submit to uncompromising censorship policies -- and face a possible public relations backlash in the United States.

Still, Zuckerberg appears to be working on a China strategy.

Every day across the country, Chinese authorities grapple with hundreds of strikes, protests and riots. Last month, police in southern Guangdong province for three days battled rioters angry about the economic conditions of migrant workers. Any unregulated Facebook-like platform that could be used as a tool by protesters is viewed by the government as a threat to social stability.
For companies like Facebook, China's 450 million Internet users -- estimated to grow to 750 million in five years -- represent an irresistible market.
"The logic of capitalism exerts a gravitational pull toward China because it's such a large market," said Greg Sterling of Sterling Market Intelligence. "But the state's control, as well as cultural challenges, makes it very hazardous for many American companies."tvb now,tvbnow,bttvb& G8 S6 g: l; A" w: U. F, @- b, D
LinkedIn, the Mountain View-based professional networking website, is a rare Silicon Valley Internet company that has not been blocked in China. "We're keeping an eye on China and LinkedIn's growth in that country, but we aren't currently in the market and don't have immediate plans to be there," the company said in a statement.
One of China's sovereign wealth funds reportedly is interested in acquiring a $1.2 billion stake in Facebook -- or less than 2 percent of the company -- a move experts say has more to do with making a good investment than the government's relationship with the social network.
"I doubt Facebook would sell a meaningful, influential position to a country," said Richard Lim, managing director of GSR Ventures with extensive experience in Asia.公仔箱論壇4 F' C' J! N5 G0 G) q3 S

Google, which clashed with Chinese authorities last year when it stopped censoring its searches, decided early not to offer any services that would require user registration and personal information for fear of having to reveal identities of Chinese who run afoul of the government.
In 2005, Yahoo's China-based employees handed over email account information of two pro-democracy journalists to authorities. In 2007, Yahoo settled a lawsuit with jailed journalists Shi Tao and Wang Xiaoning, who had accused Yahoo of human rights violations. Facebook requires users to register with real names, which would make it especially vulnerable./ t1 D! w) w1 }$ A- k& a- J
Internet companies operating in China are forced to be a part of the country's censorship apparatus, said Rebecca MacKinnon, an expert on Chinese censorship.公仔箱論壇; S7 G) u- e+ a5 l- z* Z
"This is part of the China conundrum," she said. "The government requires companies to police and censor most of the Internet for it. I find it hard to see exactly how (Facebook) would organize their business in China in such a way that would insulate them from these problems that nobody else has managed to avoid."
Google's recent dispute with the government has severely damaged its search business in China, and the Mountain View company's free Gmail service recently was disrupted in that country. Google blamed the problems on the government, but authorities denied any interference.
Facebook would face even more scrutiny, said Bishop, who believes Li is sounding out the government about a proposed partnership between Baidu and Facebook.
"I have very little doubt they have been working very hard with Baidu to create this joint venture," he said. "Baidu has good government relations."
Analysts believe a Facebook China social network run by Baidu might shield Facebook from having to directly monitor and censor its Chinese users. "They will walk into a storm of negative publicity," Bishop said.
Facebook also faces business hurdles in China; namely, it's probably too late, said Hans Tung, a partner at Shanghai-based Qiming Venture Partners, which backs a number of Internet companies, including social network site Kaixin001. Tens of millions of Chinese already use social networks such as Renren.com and Kaixin001 and Twitter-like services offered by SINA and Tencent.

SHANGHAI (AP) — Michael Phelps recently tweeted his mother from the American team's training camp in Australia. The 14-time Olympic champion may have to resort to more conventional modes of conversation when he arrives this week at the world championships in China, where Twitter and Facebook are blocked by the government.% |( m7 s; K# j4 m" N3 v1 w) A# }7 n
Unless users know how to create their own virtual private network (VPN) or are willing to spend heavily on roaming fees and post from foreign-based smartphones, access to foreign social networking sites in China is difficult.
The government began blocking foreign social networking sites in the first half of 2009 and shut down some Chinese clones after deadly ethnic riots in China's heavily Muslim Central Asian border region of Xinjiang.tvb now,tvbnow,bttvb/ b; d' ?! S% `9 b3 `( K4 r2 T
"We haven't even tried. We've been to China so many times that we just know you can't do it," said Australian diver Sharleen Stratton after pairing with Anabelle Smith to win the bronze medal in 3-meter springboard synchro on the opening night of competition Saturday.
"So we kind of prepare ourselves before we go and tell everybody they won't hear from us for three weeks."
Competing in his first world championship, American diver Aaron Fleshner wasn't completely prepared for the news.tvb now,tvbnow,bttvb$ u9 r8 x% w% L* C" S$ J' _; G
"I use social media a lot when I'm at home. So with everything blocked here I can't get a hold of anybody," he said. "I've been silent since I got here. The only people I've talked to are my parents.

Facebook was available in China when Phelps won a record eight golds at the 2008 Beijing Olympics, and Phelps recently started posting on Twitter — his following has quickly shot up to 56,000 followers.
On Friday, Phelps posted this message to his mother, Debbie, from his training base on Australia's Gold Coast: "MamaPhelpsH20 thanks mom!!! Miss u and love u!!! See u when u get over here!"

Some Chinese circumvent controls by using VPN services, though that has become more difficult in recent months. At the same time, the popularity of a homegrown Twitter-like service, Sina Weibo, has increased.公仔箱論壇! E+ x3 i# s( N1 x
The government counts on Sina to police the postings and expunge objectionable material that mechanical filtering does not block. Chinese, however, often find inventive, subtle ways to post views critical of the government.
: T7 Y3 ~4 g% a* }Nearly all Chinese divers post to Weibo, and a handful of foreign divers have also recently joined in, namely British standout Tom Daley, plus 14-time U.S. national champion David Boudia.
"It's cool to communicate with the Chinese population and it's funny to read their posts," said Boudia, who is also keeping his Twitter account updated with his American phone. "I'm really into social media networking."os.tvboxnow.com& J& P) V+ x8 E& b7 q4 P
Of course, not everybody is affected. After all, some people still don't use social networking.os.tvboxnow.com) a7 Z) ?% [5 w3 i- M
"I must be honest, I don't have a Facebook (account)," said veteran German diver Pavlo Rozenberg. "I don't like it. I prefer email, short messages and SMS. I don't use Facebook at all."
