Android Ver.3 Honeycomb is available now but for tablet. Mobile device latest still Gingerbread 2.3.x

3.0 is for tablet not mobile device , and many tablet like Xoom running it now. For mobile currently all running 2.2/2.3 will not upgradable to 3.0
