在江戶，不知為何藥價突然暴漲了。在主水管轄的長屋橫丁，像與平（前田吟飾）這樣的貧苦老人苦於藥價的暴漲。就在這時，出現了一家賣藥很便宜的藥材批發店惠比壽屋。惠比壽屋的店主善兵衛（龍雷太飾）被人們當作救世主一樣崇拜，但他背地裡也有不為人知的一面……公仔箱論壇' O7 E, Z" M0 N

此時，一貧如洗的權籐伊佐衛門（澤村一樹飾）來到了江戶。他是小五郎學習劍道時的同窗，驕傲地籌劃著想要用手中的劍來改造這個社會從而一舉成名。伊佐衛門在悠閒地幹著奉行所工作的小五郎面前說，應該稱讚那些在黑暗中發現並消滅惡人的職業殺手。
