楊政道－徐仁國‬ 飾
是個充滿魔性魅力，口才出色，擁有性感大腦的稀世騙子。

千勝熙－崔秀英飾
在38機動隊服務，充滿正義感，堅守原則的公務員。
是個兼具外貌與家庭背景，僅花半年時間就考上公務員的稅物公務員。

白成日－馬東錫飾
首爾市廳38機動隊科長。
依循原理、原則、誠實生活的稅務徵收公務員，但對於逃漏稅的人們忍無可忍，認為無法再用合理方法對付他們，所以決定開始用「其它方式」來徵收稅務。
