Actually it's no easy way to hand out the money. As what you said equally allocation is one thing, but there's many others need to be considered. A good example here in HK : The difficulties of giving away the billions arose after our Mr. Tsang announced a HK$ 6000 handout for every HK permanent resident aged 18 & above, including those living abroad. This issue is talking over months starting from March till now …. But still no money in my pocket .... * c! ^9 s' D9 r, n) S! O. {
