Security is the necessary condition before any mining or oil extraction is possible. In average, it takes at least two years of operation before mining site generates income. Given the fact that Afghanistan faces one of the bloodiest year since the war begins, these 'seemingly' profitable ventures (this oil deposit and the 1 trillion dollar minerals discovered earlier) may have to wait for a rosier time.
